ACT Eligibility

The Federal Aviation Administration typically recognizes homes within the 65 dB Community Noise Equivalent Level (CNEL) as eligible for full sound insulation. The Noise Exposure Map (NEM) serves as the guide for the ACT Program and determines eligibility within the Program.
